No surfing is allowed in between the two lifeguard towers, but it's always crowded there anyways. Go past all the beach campers and families grilling, park right before the Air Force Base gate.
The waves really are small, but a good place for beginners to learn to paddle, duck dive, maybe catch a few, and without having to worry about getting all tore up by coral and rocks.
