This is a regional a world class wave that very few people have surf out of Ecuador cause is in the Navy area.
Atmosphere:
Just be cool and surf fast and nobody will bother you. If you dont surf fast or surf well for a quick take off and chicken our, get fuck out cause you may get people in trouble or pissed.
Additional Info:
Just head for Salinas and especially on a big SW swell and get on that boat. If on week days you may surf it all alone! if on a weekend and word has been around about a big swell there maybe 10-15 guys out but if big (7-8 feet) it can handle like 20 people easy.

Restricted acces only by boat ride. Navy base right in front of break. You may get in by car if with a special local permit. Just head for main beach at Salinas and ask for a ride to Shitbay and set up to pick you up later. They do that.
