Take a flight to Yuzhno-Sakhalinsk. Ticket prices vary widely, so there is no logic in wasting money: if you see to the tickets in advance – you’ll save them.
In Yuzhno-Sakhalinsk you should take a pass in the border control post at the island, which you want to reach. If you plan to visit several islands, the passes must be taken separately on each island. Yuzhno-Kurilsk spot is located in Kunashir isl., so you may use airplane or motor ship. If the first way (by plane) is much faster and easier, but there is always relation between weather and flight. In fact motor ships are more reliable in this case, but they depart from Korsakov town in the south of Sakhalin and they go only twice a week. No problem at all to gain spot from the port - it may be done by foot as a distance not more than one kilometer. The hotels with reasonable prices: RYBAK, OKEAN, ICEBERG and STROITEL are in walking distance also.
To gain spot from the airport is a bit more complicated: you should get over 26 km towards Yuzhno-Kurilsk town. There is no public transport and taxi stands at the airport. The taxi is off-duty at the airport, so it must be ordered in advance. Hitchhiking can be a good choice as the tourists are driven without any problems.
